Transport Is Participation Infrastructure

Transport Is Participation Infrastructure

Plan the whole journey, ensuring transport doesn't quietly remove access.

A booking can be technically accessible while the person cannot reliably reach it, wait safely or return home.

A transport barrier is not only about vehicle availability: the pickup time, mobility equipment, waiting time, costs and the risk of late return also play a role.

Why this matters for community service professionals

Community service professionals frequently perform at the intersection of a referral, program or resource that needs to be a real life connection. Consequently, the technical suitability of an option does not make it useful, because how, when, who and follow-through matter more. These details are visible with a person-led approach and connection is an outcome, not an activity that needs counting up.

What better coordination looks like

Community professionals should think about the end-to-end experience when arranging appointments, groups and activities.

Map door to door

Define and verify a booking, preparation, pickup, entry, waiting, return and who communicates if the schedule changes.

Match the transport

Verify access, equipment, transport and whether it is available at the required time and place.

Build a fallback

Discuss how to proceed if there is a cancellation, delay or early finish.

Make the change last

Useful change is specific and practised; small and reviewable. Determine who will be the first to act, where it will be documented, and when the person will be asked whether it helped. If the approach relies on multiple services, verify each party's readiness one by one instead of assuming that due to a meeting, everyone is ready. Keep what is working, change what is not and eliminate what is only temporary that is not achieving the desired goal.

Questions for the next review

How would “map door to door” look from the person's point of view?

What is guaranteed in the arrangement and what is still assumed or requested?

What is an observable change that will indicate to the person and team that this approach is helping?

Keep the boundary clear

Funding, organisational and safety requirements for transport support must be adhered to. Personal transport or informal arrangements should not be used unless specific permission is granted and covered.

A practical example

Late arrivals at a program were being read as low motivation. A journey review showed the community bus meant 50 minutes of waiting in a noisy foyer. Adjusting the session time and pick-up location improved attendance.
